The standard 30 CFR 56.12032 is written to protect the Miner. " Inspection and cover plates on electrical equipment and junction boxes shall be kept in place at all times except during testing or repairs". It is a good idea to keep cover plates closed when Miners are exposed to circuitry. Please note that even though the inspector's evaluation was "unlikely to occur" his injury evaluation was "Lost workdays" and he evaluated "Negligence" as "Moderate"!
