"Snake Oil" AED CITATION

An AED (Automated External Defibrillator) Serial # 1006211906 has not been inspected since 11/09/2008. Training provided by the Company, to personnel responsible for maintenance and upkeep of the AED, require that it is inspected and documented on the inspection card provided with the AED, verifying that the AED is ready to be used in the event of a cardiac medical emergency. This equipment is part of the first-aid materials and equipment provided that is convenient to all working places. This condition exposes persons to a fatal cardiac arrest hazard.

First-aid materials.
Adequate first-aid materials, including stretchers and blankets, shall be provided at places convenient to all working areas. Water or neutralizing agents shall be available where corrosive chemicals or other harmful substances are stored, handled, or used.

 

The required inspection of these devises is not specified on the card as stated in the text of the citations. The manufacturer of the AED does not specify a required inspection frequency but leaves this to the decision of the company's Medical Director. At the time of the inspection the mine had not established a set inspection frequency but has now done so. All devices cited were tested and were in proper working order. How do you assign a Gravity of Fatal to a medical device that is used to possibly revive a miner that is in a fatal cardiac condition and the device is in proper working order?  No miner was exposed to a hazard by this non-condition.
